Linking a pdf document to a header

I wish to insert several lines on a page such as Agenda August 2017 and have the viewer be able to click on Agenda August 2017 and have a pdf document appear. Can I please get the exact steps necessary to accomplish this? The pdf is on my computer, not on any web page.

Are you tryihng to do this with the website builder or are you hosting on another platform?

Add a button and link it to your Google Docs.
